Assam Government to Launch Mission Basundhara 3.0: Transforming Land Management and Services
Guwahati: The Assam Government to launch Mission Basundhara 3.0, a comprehensive initiative aimed at offering digital land-related services to citizens. This move builds upon the successes of Mission Basundhara 1.0 and 2.0. Through this initiative, the government aims to streamline land management and improve the accessibility of land records.
Key Services Under Mission Basundhara 3.0:
1. Review of Rejected Cases (MB 2.0): Re-examination of previously rejected cases for land resettlement and providing clarifications to eligible applicants.
2. Relaxation of Domicile Criteria: The three-generation domicile rule for SC/ST/Tea Tribe/Ex-Tea Tribe/Adivasi/Gorkha communities has been relaxed. Applicants with a Refugee Certificate dated before March 25, 1971, will be eligible under this mission.
3. Digitalized Land Settlement: Settlement of land for non-individual entities such as educational, religious, and socio-cultural institutions. This applies to institutions with at least three years of possession in rural areas and ten years in urban areas before October 1, 2021.
4. Bhoodan/Gamdan Land Settlement: The mission will also focus on settling lands that were previously gifted under the Bhoodan movement.
5. Ownership Rights to Tenants: Ownership rights will be given to occupancy tenants in town lands, which were previously classified as rural lands.
6. Land Reclassification: The initiative includes a reclassification suite for simplifying the categorization of land records.
7. Digital Conversion of Annual Patta to PP Conversion: The process of Annual Patta to Periodic Patta (PP) conversion will be digitized, with rationalized premium rates applicable for urban and peripheral areas.
8. Conversion of Tea Grant Land: A limited conversion of tea grant land into periodic patta is also included under the new initiative.
9. SVAMITVA Scheme: Settlement of land under the SVAMITVA NC Village Survey will be conducted, bringing more transparency to rural land ownership.
Additional Services Introduced Alongside Mission Basundhara 3.0:
The Assam Government also introduced two complementary services:
– Digital Repository for Non-Registrable/Optional Registrable Documents: A new digital repository will be set up to store non-registrable or optional registrable land-related documents, enhancing accessibility and security.
– Reconstruction of Damaged/Missing Maps: Under a Re-Survey Pilot, 304 draft maps for cadastral villages in Dibrugarh and Tinsukia will be prepared and made available for public viewing.
In addition, the Assam Cabinet approved a liberalized settlement premium of ₹5,000 per bigha for coffee and rubber plantation land, promoting agricultural activities and land ownership in the region.
