Assam Cabinet Approves Rationalized Land Premium Rates for Urban Areas
Guwahati: On November 26, 2024, the Assam Cabinet approved a proposal to rationalize land premium rates in Guwahati and other urban areas. This decision aims to streamline land settlement under Mission Basundhara 2.0, ensuring affordability and transparency for citizens.
Under the new framework, settlement premiums for government land in urban areas will be rationalized to 10% of the applicable premium as per the current zonal value. This reduced premium applies to cases where conditional Pattas are issued. However, such Pattas authorize land use but restrict transfer rights.
The remaining percentage of the applicable premium, as per current zonal rates, will be collected later as arrear premiums. This will be applicable when the landholder seeks a No Objection Certificate (NOC) for transferring the settled land through sale, lease, gift, or other means.
Key Highlights of the Revised Policy
1. For RCC House Landholders:
– A 10% down payment of the zonal value is required to secure the conditional Patta.
– 40% of the zonal value will be collected as arrears at the time of granting the NOC.
2. For Non-RCC House Landholders:
– A 3% down payment of the zonal value applies for conditional Patta issuance.
– 27% will be realized as arrears during the NOC grant process.
3. Inheritance and Mortgage Rights:
– Lands under this policy can be inherited and mortgaged to banks.
4. No Reopening of Settled Cases:
– Cases where 100% premium has already been paid remain unaffected.
5. Benefit for Previous Payers:
– Applicants who have already paid 30% of the applicable premium will also benefit from this rationalized policy.
The revised rates aim to simplify land settlement procedures, providing financial relief while ensuring compliance with existing zonal regulations.
