Dismissal of Former Darrang SP Raj Mohan Ray Highlights Assam Police’s Zero-Tolerance Approach to Misconduct
Desk Report, April 06, 2024: In a decisive move underscoring its commitment to rooting out misconduct within the ranks, Assam Police has relieved former Superintendent of Police (SP) of Darrang, Raj Mohan Ray, from his duties. Director General of Police (DGP) Gyanendra Pratap Singh announced this development on Saturday, emphasizing the force’s zero-tolerance policy towards malpractices.
A statement posted on social media platform ‘X’ by the Assam DGP read, “In pursuance of the policy of zero tolerance towards malpractices in @assampolice, Sri Raj Mohan Ray APS, the then Superintendent of Police Darrang, has been awarded a penalty of ‘dismissal from service, which shall ordinarily be disqualification for future employment’ on April 1st, 2024, by @mygovassam.”
The disciplinary action against Ray is linked to a distressing incident that occurred in 2022 in Dhula, Assam’s Darrang district. A minor domestic help was found murdered, and subsequent efforts to disguise the crime led to the arrest of three senior police officers, an executive magistrate, and three doctors on suspicion of obstructing the investigation.
The case, initially labeled as a suicide, took a significant turn following the intervention of Assam Chief Minister Himanta Biswa Sarma. Sarma directed the formation of a three-member Special Investigation Team (SIT) to rigorously probe the incident.
The Crime Investigation Department (CID) of Assam later assumed control of the case and unveiled a plot to shield the prime accused, Krishna Kamal Baruah, an SSB Jawan, alleged to have raped and murdered his 13-year-old domestic help.
Consequently, CID arrested several officials, including Raj Mohan Ray, the then Darrang district SP, Rupam Phukan, Additional Superintendent of Police (ASP) of Darrang, Sub-Inspector Utpal Bora, Officer-in-Charge of Dhula police station, Ashirbad Hazarika, Executive Magistrate of the Dalgaon Revenue Circle, and three doctors from Mangaldai Civil Hospital — Arun Chandra Deka, Ajanta Bordoloi, and Anupam Sharma. Ray and Hazarika surrendered at the CID office in Guwahati on November 10, 2022, while the remaining were apprehended earlier.
The recent dismissal of Raj Mohan Ray from service exemplifies the Assam Police’s unwavering commitment to upholding integrity and ensuring accountability within its force.
