Assam Cabinet Approves 24/7 Business Operations in Guwahati and Other Municipal Areas

Guwahati, March 20, 2025: In a significant decision to modernize Assam’s economy, the state cabinet has approved the operation of shops and establishments on a 24/7 basis in key municipal areas, including Guwahati, Dibrugarh, and Silchar. The decision is aimed at boosting businesses, creating jobs, and aligning Assam with global economic and labor trends.

Under the new guidelines, establishments in municipal areas or along state highways can remain open until 2:00 AM. Meanwhile, businesses located in districts and minor roads, excluding municipal corporation areas and national highways, can operate until 11:00 PM. However, liquor shops and bars will not be included under this provision.

While allowing 24/7 trade, the Assam government has also ensured that labor rights remain safeguarded. The new regulations stipulate that:

  • No adult worker will be allowed to work more than 48 hours a week or 9 hours a day.
  • Employees cannot be asked to work continuously for more than five hours without a break of at least 30 minutes.
  • Any work exceeding 9 hours per day or 48 hours per week will be classified as overtime, with a maximum cap of 125 overtime hours in three months.
  • Existing worker protections under labor laws will remain unchanged.

The Assam Cabinet believes that this decision will help transform the state’s economic landscape. By permitting round-the-clock trade in key urban areas, the government expects to attract investment, enhance employment opportunities, and integrate Assam’s market with national and global business environments.

With this move, Assam joins the growing list of Indian states allowing extended business hours to enhance consumer convenience and economic activity. However, strict labor regulations will ensure that workers’ rights are maintained while businesses benefit from increased operational hours.
