Assam Cabinet Approves Manual Khazana Payments and Eases Land Ownership Rules
Guwahati: The Assam Cabinet, in its latest meeting on December 11, introduced key decisions aimed at simplifying land-related processes. These changes are set to benefit both small landholders and public institutions in the state.
To address challenges faced by small and micro landholders in paying Khazana online, the Cabinet approved manual payment options with receipts. This decision reintroduces the earlier system, providing relief to those struggling with digital payments.
However, the Cabinet emphasized continuing efforts to onboard landholders into the e-Khazana portal. This step aligns with ongoing reforms in land administration to enhance transparency and efficiency.
The Cabinet also eased land allotment rules for non-individual entities like Namghars, religious organizations, and non-government educational institutions. Under Mission Basundhara 3.0, renewal fees under the Societies Registration Act have been waived for such entities.
Additionally, the requirement for a Chartered Accountant Certificate covering the last three years of audits has been removed. This simplification will make it easier for eligible institutions to apply for land ownership.
These reforms reflect the Assam government’s commitment to improving accessibility and efficiency in land administration.
