Assam Government Eases Bidding Rules to Boost Employment for Engineers

Guwahati; March 05, 2025: In a major step to support unemployed engineers, the Assam government has relaxed the pre-qualification criteria in the Public Works Department’s (PWD) Standard Bidding Document. The decision aims to encourage young engineers and startups to actively participate in the state’s construction sector.

Under the new policy, unemployed graduate and diploma engineers from Assam can register as bidders without meeting the usual contractor registration criteria. This exemption will enable them to take part in government tenders more easily.

  • Individual Participation: Engineers can bid independently if they meet the required net worth of 35% of the NIT value. This includes a 10% credit facility and a 25% minimum investment, certified by recognized CAs.
  • Joint Ventures: Those unable to meet the financial requirements can enter into a Special Joint Venture (SJV) agreement with an eligible financial partner.
  • Work Scope: Registered unemployed engineers can engage in major construction projects, deploy essential equipment, and provide technical expertise on a contractual basis.

This initiative is expected to create more employment opportunities for young engineers in Assam, strengthening their role in infrastructure development.
