Silchar, February 12, 2024: In a groundbreaking move, the Cachar district administration in Assam unveils a cutting-edge mobile application to tackle flood emergencies. The app, named RAHAT (Rapid Action for Humanitarian Assistance in Tragedies), utilizes Artificial Intelligence technology to enhance communication among the public, security personnel, and the government.
Cachar, heavily impacted by floods in 2022, witnessed over 85% of its population grappling with the aftermath. With more than 45 fatalities recorded, it marked the highest death toll in the region that year.
Despite a decrease in rainfall in 2023, officials anticipate heightened precipitation this year based on historical data, noting a recurring pattern of heavy rains every alternate year.
The RAHAT app is poised to revolutionize the integration of Information and Communication Technology (ICT) in district-wide disaster risk management, spanning prevention, reduction, response, and recovery.

Cachar District Commissioner, Rohan Kumar Jha, emphasizes the app’s significance, stating it will play a crucial role in disseminating early warnings, managing evacuations, conducting search and rescue operations, and ensuring the delivery of essential supplies, especially in remote areas.
He highlights the app’s versatility, allowing various departments to choose the type of disaster and input specific details about the extent of the damage. Plans are underway to scale the app’s interface with Artificial Intelligence for an efficient decision support system.
In addition to administrative logins, the platform enables relief center leaders to input data for Gratuitous Relief (GR) and related issues, including camp/center management. It also facilitates digitalized data for GR distribution and approving Rehabilitation Grants for beneficiaries, ensuring suitable security measures safeguard the information.
Shamin Ahmed Choudhury, the District project officer of DDMA, Cachar, announces the app as the first of its kind in Assam. The concept has been communicated to the state government, garnering positive interest. The district authorities urge other flood-prone districts to adopt this innovative solution.
The RAHAT app emerges as a beacon of hope, leveraging technology to strengthen disaster response and support communities in their times of need.
