Desk Report, February 04, 2024: In a significant move, District Commissioners in Assam have been directed to assume custodial responsibilities for properties belonging to Gaon Panchayat, Anchalik Panchayat, and Zilla Parishad. The decision, approved by Assam Governor Gulab Chand Kataria and communicated through an official notification on Saturday (February 3), aims to bridge the governance gap during the period between the completion of the term and the conclusion of the election process.
The notification stated, “The Governor of Assam is pleased to allow the concerned District Commissioner or his authorized officers to officiate as the Custodian of the property of Gaon Panchayat, Anchalik Panchayat, and Zilla Parishad for the Gap Period (i.e. after completion of the term and till completion of the Election Process) as the election cannot be held within the permissible time limit.”

The decision, made under the purview of Section 7, Section 35, Section 68, and Section 125(4)(b) of the Assam Panchayat Act, 1994, recognizes the necessity of interim governance measures when the election timeline cannot be met.
This directive ensures continuity in the administration of local bodies and safeguards the properties and assets of Gaon Panchayats, Anchalik Panchayats, and Zilla Parishads during the transitional period. The move reflects a proactive approach by the government to maintain stability and functionality in local governance structures.
